503 VISTA BELLA AD HOC COMMITTEE
The agenda for next week's City Council meeting shows that the item is being delayed for another 30 days. We are not sure of the reason but hope that this is good news for our community! Please plan on attending the next City Council meeting on Wednesday, May 21, 2025, to demonstrate to our elected officials that we oppose this project!

MANAGEMENT
Staffing
The maintenance crew is partially staffed. We are searching for another technician, as well as a porter. We have also begun searching for an additional office-person, preferably a managerial assistant.
Work Orders
Many work orders have been closed. Of the 65 or so that are still pending, roughly a third are Maintenance related, the rest having to do with landscaping or irrigation.
Landscaping
A Request for Proposal has been sent out to 5 interested candidates. In the next month, these companies will tour the property to gain an understanding of what this community needs, along with some of its challenges. The incumbent, Total Landscape Creations, will also be invited to participate.
Flashing Speed Signs
The installation of the two flashing speed signs is imminent. The concrete receivers were poured today in the two selected locations; once they set, the signs will be assembled and installed. As a reminder, one of these cameras reports with traffic data to the cloud – the other does not. As the signs are movable, they will be interchanged every so often so that we can gather this data from each side of the community (VCS and VCN).

BOARD OF DIRECTORS
This was an eventful week. We held our first mid-month General Session, and it seemed to go fairly well. While I realize it looks like I don’t take the formalities seriously, well … that would be accurate (really, I just need to admit that I feel silly banging a gavel). The reality is that I take the issues very seriously, so sometimes I lose focus on the mechanics and the process.
To that end I failed the community during that meeting because I amended two spending motions on the fly, which is absolutely against my personal philosophy. This was a leadership moment, and I blew it. I felt the pressure of not wanting to disappoint, of not wanting “process” to get in the way of small expenditures, and so I sacrificed my own standards on the alter of expedience. That said, if that is the absolute worst thing for the neighborhood at-large this week, then we’re doing pretty good, so let’s just tick off a few accomplishments:
1) Our Treasurer, Ned Lachman, is getting his arms around our finances and working hard to get us a clear picture of where we stand. With every meeting he knows exponentially more than one can reasonably expect, and were working on making sure new spending is analyzed against the budget first.
2) We established a new Ad Hoc committee regarding infrastructure. The Maintenance and Reserves ad hoc committee will draft the charter for a standing committee to manage our infrastructure, prioritize our infrastructure maintenance efforts, and do the long-term project and reserves management we need going into the last 30 years of our lease. Stephen Graves, Director-At-Large, is leading that group through the charter process.
3) We Shampooed the carpets in the office!!!!!!!
4) Our committee heads presented at the general session so we can start putting context to their minutes, facilitate their help requests, and do some cross-committee coordination. We’ll get smoother as we go along, but one thing to remember, all of our committees have the unstated goal of improving the Quality of Life for all Oceana residents, so the more we can elevate their efforts, the better the outcomes for everyone. I thank all the committee heads who spoke on Wednesday, and hope to see the remainder as we go along.
5) I have maintained my 336-day Wordle streak!
6) Teresa Chamberlain-Spradlin, Secretary, held the fireside chat which seemed well attended.
My office hours are 9-12 Tuesday and Thursday, and 5-8 on Wednesday (all in the card room). By office hours I mean feel free to come by and chat. These are open to all residents, they are not private, but I welcome anyone who wants to come down and chat.

Ongoing Projects
- The proposed Security System for the Office and Pool areas is on hold pending the gathering of additional information (such as the location of the cameras, compatibility, whether the system can be expanded to include the dog park and the Garden Club, etc.)
- Unit 8 garage structure – a 2nd contractor has been invited to review this building; If needed, a third will also be contacted. This project is a work in progress.
- Unit 8 painting proposals are trickling in. The first has arrived. We are expecting two more.
- The Fire Hydrant repairs have been completed. The hole has been backfilled, and the concrete poured. A couple of minor touchups are needed, and this project will finally be completed next week.
- The large pool heater has been repaired, but because the pool is so large (33,000 gal), it will take the entire weekend for the pool to warm. Our maintenance foreman will test the temperature Monday morning and will inform the community if it’s ready to be used. If you don’t mind cooler water though, the pool is open now for your enjoyment.
- The 2024 financial audit is under way. We experienced some delays because of an auditor change, but we are on target to get the report mailed to the community by the end of May.
